"I love campaigns, campaigning and making a difference. I expect to do more of the same.I loved working with [Gondek] and expect she will achieve great things," Carter said in a statement posted to Twitter.

Carter confirmed to CBC News that his departure was not his idea, adding he was told earlier today and doesn't know why the move was made.

Carter was Gondek's campaign manager during her mayoral run.

Beyond saying that Carter's departure was a personnel matter, the mayor's office would not provide further comment.

However, at least two members of council told CBC News they filed complaints about Carter's behaviour for violating the city's respectful workplace policy.

It isn't known if investigations were concluded.

The city's deputy chief of staff, Amie Blanchette, will now serve asacting chief of staff.

An official says Carter would not be paid a severance as he didn't clear his probationary period with the mayor.

Carter previously ran successful election campaigns for former Alberta premierAlisonRedford and former Calgary mayorNaheed Nenshi.
