It happened at about 7 a.m. at a townhouse complex on MorelloBay at Jefferson Avenue.

Water filled much of Morello, icing up driveways, and spilling onto the busy stretch of Jefferson.

In the extreme cold, it didn't take long for the water to freeze up and then crews moved in with heavy equipment toscrape it clear by 9 a.m.

The cold is playing havoc with water lines as the frost gets driven deeper into the ground.
