At a meeting on public safety last week, some residents said they believe inmates from other communities are staying in the city and committing crimes after being released from jail.

A year and a half ago, Zoe was sentenced to just over three years in jail for a vicious sexual assault and attempted robbery on a woman downtown.

With credit for time served and credit for good behaviour, he was due to be released from the North Slave Correctional centre at the beginning of this month.

Corrections officials say a release plan is drawn up for every inmate which typically involves them returning to their home community, but officials say they don't have any authority to compel inmates to follow their release plans.

Zoe's criminal record includes two convictions for sexual assault, a sexual interference conviction and three previous break-and-enters.

He's scheduled to have a bail hearing on the break and enter charge Thursday at 4 p.m.
