Alexander William Hart deemed too dangerous to be released

A convicted pedophile with a long history of convictions is now considered too dangerous to be allowed out of a secure facility.

Alexander William Hart was declared a long-term offender in 2001 and sentenced to three years in prison, followed by a period of close supervision once he was released. He was convicted of sexually assaulting young boys near North Sydney.

Hart's long-term supervision order began in 2004, but it didn't last long.

He was sent back to prison in 2007 for breaching the strict conditions of his release. He served another 18-month sentence.

Now, Hart has been arrested again for yet another breach of conditions. And this time, authorities question whether he can be safely released.

The Correctional Service of Canada arrested Hart in February after learning he'd struck up a relationship with a female co-worker who had young children. One of the conditions of Hart's long-term supervision is that he stay away from children under the age of 16.

In a decision released by the Parole Board of Canada Wednesday,Hart was found to be driving one of his girlfriend's children to daycare. The girl reportedly told her mother she didn't want Hart to do that any more and she also wanted him to stop tickling her.

One of the woman's other children, a boy, complained that Hart kissed him on the lips and attended his soccer games. Hart is under orders to stay away from places where young children are present. The Parole Board says attending soccer games is another breach of conditions.

Some of the other conditions imposed on Hart are that he not access the internet, not access pornography and take drugs to suppress his sex drive.

"There is no appropriate program of supervision that would adequately protect society from the risk of your reoffending," the Parole Board noted in its decision.

The board is recommending that an additional breach charge be laid against Hart, that could see him sentenced to another prison term. In the meantime, he's being held in an unnamed facility.

Hart, a former truck driver, has a history of sex offences dating back to the early 1980s. By his own admission, he's abused some 40 boys.

The board describes Hart as a "diagnosed homosexual pedophile with an Anti-Social Personality Disorder."
