Transport Minister Marc Garneau says he won't change hisdecision that effectively halted an expansion of the island airportin downtown Toronto.

He says it's a quality of life issue for Torontonians who want agreater say in the development of their waterfront.

Garneau says nothing is going to change his mind.

Porter Airlines wanted to renegotiate an agreement among the Cityof Toronto,Ports Toronto and the federal governmentto extend therunway at Billy Bishop airport to allow jets to land.

The Liberals promised before and during the federal election notto open the three-party agreement.

Garneau says the decision follows through on what he calls anobligation the party has to the voters in Toronto.
