California Gov. Jerry Brown said that the state would devote full resources to punishing the shooters who killed at least 14 people and injured 17 others at a San Bernardino social services center on Wednesday.

"Our thoughts and prayers are with the victims families and everyone affected by the brutal attack," Brown said in a statement emailed to reporters. "California will spare no effort in bringing these killers to justice.

The governor said that out of respect for those affected by the mayhem, a Christmas tree lighting ceremony scheduled at the state capitol Wednesday evening would be canceled and all capitol flags would be lowered to half-staff.
