India's COVID-19 tally had crossed the 20-lakh mark on August 7.
Some 2.2 million people have recovered from the disease in India since the first case was diagnosed in late January.
The death toll climbed to 2,377 after 58 more patients succumbed to the virus.
944 people died in a day.
"Ideally we could have and should have prevented it reaching this level," said K Srinath Reddy.
The death toll from the disease rose to 26,273 with 671 fatalities.
Infections are expected to continue rising steadily in India.
