Former New York City Mayor Rudy Giuliani endorsed presumptive GOP nominee Mitt Romney Monday on Fox News .

He said that the two met last week.

When asked about polls showing that Romney is not likable , Giuliani made a cancer analogy. "This reminds me of going to a surgeon. If I've got a terrible cancer or something to be operated on -- when I had to be operated on for prostate cancer -- I didn't go to the nicest doctor, I went to the best doctor. The guy could have a great personality and tell great jokes and put the knife in the wrong way." He added that Romney was nice and personable and the issue was overblown.

In December, Giuliani slammed Romney for his flip-flops. "I ran against him in '07 and '08 [and] Ive never seen a guy change his position so many times, so fast, on a dime," Giuliani said, noting his shifts on abortion, cap-and-trade, gun rights and health care. The two ran against each other last presidential cycle, with Giuliani dropping out shortly before Romney in January 2008.

Like many other top Republicans , Giuliani said he wasn't interested in the vice presidency. "I'm not on the list for running mate, I'm sure of that and I'm not thinking about running," he said.

New York holds its primary Tuesday.
