The Hawaii camp was home to many who had lived there for years, despite sporadic sweeps.
School resource officers, DOJ lawyers wrote, "must respect the constitutional and statutory rights of the citizens they serve."
"The city cant continue along this path, thinking that this is the solution to the homelessness," said one of the ACLU attorneys who filed the lawsuit.

The court previously found the program illegal in May, ruling that the Patriot Act did not authorize the National Security Agency to install such sweeping surveillance.
