White House officials told Phoenix Mayor Kate Gallego that everything is under control and that she's being too demanding, she said.
The mayor of Phoenix said it feels like the federal government is "declaring victory while we're still in crisis mode."
The rule comes after police were involved in a record-breaking 44 shootings last year.
