Former nuclear negotiator Kim Yong Chol said North Korea wouldnt cave in to U.S. pressure because it has nothing to lose.
In a statement released by state media, North Korean negotiator Kim Myong Gil didnt clearly say whether the North would accept the supposed U.S. offer.
A South Korean newspaper reported last week that several North Korean officials were punished for a failed summit between Kim Jong Un and President Donald Trump.
Talks between the U.S. president and Kim Jong Un abruptly collapsed in Hanoi earlier this year.

Trump met for 90 minutes Friday with North Korean envoy Kim Yong Chol to discuss denuclearization and a second summit.
The fate of the historic summit in Singapore hangs in the balance.
The Trump administration said preparations for the summit are moving ahead after it was abruptly canceled last week.
Tougher sanctions may jeopardize the latest detente between the two Koreas, amid preparations for talks about a possible summit between Kim Jong Un and Moon Jae-in.
